I am just thinking aloud if I were a local government chairman (elected, not selected or appointed), I will focus on redesigning and planning for relevant infrastructures, while maintaining the already existing ones. I will put in enormous effort into health and education. On top of that would be security and agriculture. I will focus my attention on those basic facilities that are within my control, such as food, water, roads and social welfare for the less privileged person. I will work with other local governments within my zone to plan, design and operate local transport system to ease movement of goods and people. I will rejuvenate the ministry of works, provide necessary equipment and retrain engineering graduates to manage it. Less work would be contracted to local contractors though supply of resources would be sourced locally. In collaboration with other local authorities within my zone, I will renovate or build trade centres and place emphasis on training and retraining tradesmen, teachers and other services involved in the mentainance of the economy and in teaching and learning. I will recruit “chief executive” to manage the affairs of the local authority. The position would be free of political interference. Each Communities would be directed to appoint a representative to form a board of overseers and monitoring group. There would be a scheduled monthly board meeting. The representatives would be split to form sub committee, chaired by a councillor. This is to inject local content and to maintain accountability and responsibility.
